Government servants not exceeding three in numbers and at least one female government servant in BS - 19 or above as the government may, from time to time, appoint.

Following are the responsibilities of the boards, respectively:

The Provincial Board of Management (gazetted) is responsible for management of Part-I of the Fund and is empowered to invest money credited to that part of the Fund and to incur expenditure there from
The Provincial Board of Management (non - gazetted) is responsible for management of Part-II of the Fund. The Board is authorized to invest money credited to that part of the Fund and to make allocations to District Boards of Management
The District Boards of Management deal with all grants admissible to Part-II of the Fund i.e. non - gazetted government servants
The Secretariat Board of Management deal with non - gazetted government servants employed in the Punjab Secretariat (Part-II of the Fund)
